Building a more affordable city.

Stockton must expand its housing supply to keep pace with population growth and ensure working families can afford to live in our city.

To increase housing availability and affordability, we must take decisive, practical steps:

  • Update land use policies in the General Plan to better align with housing goals and broader community priorities.    

  •  Modernize zoning codes to include clear, objective residential design and development standards.  

  •  Reduce regulatory barriers by streamlining zoning requirements and entitlement processes.    

  •  Offer pre-approved, accessible dwelling unit plans and faster building permit processing.     

  • Reevaluate and revise permitting fee structures to lower costs and encourage development of affordable housing.
